Enter the command "achievement *" to unlock everything. Once the debug console is enabled, go in the game, start a run, and press the tilde key (~) to open it. Go to the options file (C:\Users\YOURNAME\Documents\My Games\Binding of Isaac Repentance\options.ini is the default location), find "enabledebugconsole" and set the value to 1. To disable it, just disable your mods in the in-game mod menu with Tab. By downloading and using a mod, the debug console will automatically be enabled. To do this just close your game, find a mod and click Subscribe, and open it again. Then you need to get a mod, any mod, from the Steam workshop. This allows mods to be used without disabling achievements.
